NTUC Flags Politically Significant Status under Foreign Interference Law

The National Trades Union Congress (NTUC) is poised to be designated as a politically significant person under the Foreign Interference (Countermeasures) Act (FICA), a law that empowers the authorities to address foreign interference in domestic politics.

On July 11, the Ministry of Home Affairs (MHA) announced this decision, citing NTUC’s significant and interconnected relationship with the People’s Action Party (PAP) as pivotal factors in the designation. This move aims to safeguard NTUC from potential foreign interference.

As a politically significant person, NTUC will be obligated to annually disclose political donations of $10,000 or more and any foreign affiliations. However, this designation does not impede NTUC from carrying out its activities, and they have 14 days to present their case to the authorities, with a provision to appeal the decision.

The Ministry of Manpower (MOM) has also affirmed that NTUC’s designation does not impose limitations on the organization’s operations, emphasizing their ongoing collaboration as a key partner in ensuring compliance with trade union laws.

NTUC Secretary-General, Ng Chee Meng, released a statement underscoring their commitment to transparency and prevention of foreign influence in their operations. He reassured their members that NTUC’s fundamental work to advance workers’ interests will continue without interruption.

The designation of NTUC as a politically significant person aligns with the provisions of the Foreign Interference (Countermeasures) Act, which was enacted in 2023, reflecting the government’s dedication to safeguarding the country’s political landscape from external influence.
