Former Philippine opposition senator, Antonio Trillanes IV, has officially lodged a criminal complaint against ex-President Rodrigo Duterte. The complaint alleges that Duterte abused his authority to funnel millions of dollars’ worth of government infrastructure contracts to his close associates. This legal action, filed with the Department of Justice in Manila, adds to a series of legal challenges confronting Duterte, including an ongoing investigation by the International Criminal Court for alleged crimes against humanity related to his controversial anti-drug actions.
Trillanes has accused two construction firms, owned by relatives of Duterte’s longtime aide and current senator Christopher Lawrence Go, of securing over 100 government construction contracts amounting to at least 6.6 billion pesos ($114 million) between 2007 and 2018 in Davao City, where Duterte previously served as mayor. He claims that these companies were ill-equipped for such large-scale projects, leading to suspicions of corruption and favoritism.
Though neither Duterte nor Go has publicly addressed the accusations, both men have consistently denied any wrongdoing during their tenure in public office. Nonetheless, Trillanes remains resolute in pursuing his criminal complaint, charging them and their relatives with the crime of plunder, which carries a maximum punishment of life imprisonment under Philippine law.
Trillanes argues that Go, in collusion with Duterte, used his position and influence to direct government projects to his family members, unjustly benefiting himself and his close relatives. Additionally, the former senator has suggested that further legal actions against Duterte may be forthcoming, hinting at possible additional lawsuits in the future.
While recognizing the intricate and protracted nature of the legal process in the Philippines, government prosecutors will now conduct their own investigation to assess whether there is substantial evidence to prosecute Duterte and others implicated in the complaint. This process may persist for several months or even years before reaching a resolution.
Duterte’s presidency in Asia was marked for its unconventional approach, characterized by provocative rhetoric, including coarse language, and audacious efforts to forge robust relationships with leaders such as China’s Xi Jinping and Russia’s Vladimir Putin, while openly criticizing Western powers. His administration’s relentless crusade against illegal drugs, resulting in thousands of deaths of suspected drug offenders, has drawn widespread censure from human rights organizations and foreign governments.
Duterte, on his part, has remained unapologetic for his robust stance on law and order, asserting that he did not sanction extrajudicial killings but openly encouraged law enforcement to use lethal force against drug suspects who resisted arrest.
The allegations brought forth by Trillanes have cast Duterte’s controversial legacy back into the limelight. As the legal process unfolds, both the public and the international community will closely observe how these accusations against the former president and his aide will be handled by the Philippine justice system. It remains to be seen whether these recent allegations will further mar Duterte’s reputation or if he will emerge unscathed from these legal challenges.
