Several Uyghur asylum seekers are presently detained in Thailand, and the UN refugee agency has been the subject of criticism for its lack of intervention. According to internal documents obtained by The New Humanitarian, the Thai government has sought the assistance of the UN, which has declined to become more involved.
These Uyghur asylum seekers have been in detention in Thailand for more than a decade, enduring dire conditions. Some are serving prison sentences, while others are held without charge, subjected to appalling living conditions, and denied communication with their families, legal representation, or other detainees.
Despite the Thai government’s appeals for assistance, the UNHCR has not taken a more active role in addressing the indefinite detention of the Uyghurs. The agency has cited difficulties in accessing the group to gather the necessary information to grant them refugee status and facilitate their resettlement in a third country. However, rights advocates and internal documents suggest that China’s influence over some host countries, including Thailand, may be impeding the UNHCR from taking action to protect Uyghur refugees.
Apart from the Uyghurs’ detention in Thailand, the UNHCR’s past actions have also come under scrutiny, with reports of Uyghur asylum seekers in other countries feeling that the agency is unresponsive and inaccessible, thereby exposing them to risk.
The situation is further complicated by the Thai government’s reluctance to confront China and the potential repercussions on international relations and trade. This impasse is potentially contributing to the UNHCR’s reluctance to intervene more decisively.
It is apparent that the UNHCR’s current approach has been met with criticism, and at present, there appears to be no resolution in sight for the Uyghur asylum seekers in Thailand and other countries. The agency’s ability to fulfill its mandate in protecting Uyghur refugees is being brought into question, and the international community has called for the UN to take more decisive action to address the urgent plight of the Uyghurs.
